Bristol Who’s Who Recognizes Velia Govaere Vicarioli
Velia Govaere Vicarioli is the Executive Director for the Council for the Promotion of Competitiveness (CPC). Velia has almost 20 years of experience in international free trade and implantation in Central America and is also the Director of the Observatory of Foreign Trade for the Universidad Estatal a Distancia (UNED).
A senior trade attorney with more than 18 years of experience in international free trade agreements and their implementation in Central America, Velia was Trade Advisory Team Leader for the CAFTA-DR Trade and Customs Regional Program, Chemonics International, leading the restructuring of the Dirección de Comercio Exterior y Aplicación de Tratados (DICOEX) of Dominican Republic from 2007-2009. Prior to this experience she was lead negotiator to the Costa Rican Ministry of Foreign Trade, and was involved in the implementation of the CAFTA-DR process in 2006. In Nicaragua, she had the opportunity to lead and manage a select team of technical specialists to restructure the Office of Foreign Trade, and established the Office of Treaty Application within the Ministry of Industry and Trade Development to bring the country into CAFTA-DR compliance.
Professor at the Economic Law master´s degree (UNED) since 1999, Velia teaches courses on international trade law and intellectual property rights under the WTO. Some of her publications include, “Introducción al Derecho Comercial Internacional” (2003), “Ensayos Temáticos del CAFTA-DR” (2006), and “Retos y Oportunidades del sector productivo centroamericano and “A la víspera de un Acuerdo de Asociación con la Unión Europea” (2010).
Velia holds a Master of Art in International Trade Law from the University of Michigan, and a Bachelor of Art in Law from the University of Costa Rica. She has been a regular contributor and editorial commentator on current economic and political issues to La Nación, Costa Rica’s most important newspaper, since 2006. She is currently pursuing her PhD at UNED focused on International Trade Agreements. The highlight of her career thus far has been being Vice Minister of Economy, Industry, and Commerce in Costa Rica under the Arias Administration. Fluent in Spanish, French and English, she attributes her success to her discipline and her drive to always go the extra mile. Velia hopes to become the Minister of Economy, Industry, and Commerce in the near future. Relieving stress and staying fit through regular exercise, Velia also practices ballet. She resides in San Jose, Costa Rica.
